Could HinkleyPointC nuclear plant be the most expensive power plant ever built? And the one that took the longest period to build?

As it stands it looks like it will cost $60bn and it will take over 15 years to build...It was originally meant to cost $20bn which means only 3x overbudget. Construction started in March 2017 and it meant to begin electricity generation in 2025. As it now stands EDF has revised expected operational dates again with unit 1 expected to start in 2031....Ohoh....
